Less than a month after being halted nationwide, U.S. offshore wind power has seen a critical reversal!
On January 12 local time, a U.S. federal judge formally approved Danish energy company Ørsted to resume construction of the “Revolution Wind” offshore wind project off Rhode Island, dealing a blow to the Trump administration's offshore wind ban.
President Trump has consistently publicly criticized wind power as“ugly, expensive, and inefficient,”and his administration has repeatedly introduced restrictive policies targeting offshore wind power since taking office.
On January 20, 2025, U.S. President Trump issued the “Wind Order” on his first day in office, suspending all approvals for land or offshore leases for wind energy projects and indefinitely halting all permitting processes for wind energy projects.
On December 8, 2025, a U.S. federal judge ruled the “Wind Order” ban unlawful and overturned it.
Just 14 days later, on December 22, the U.S. Department of the Interior abruptly halted five large-scale offshore wind projects along the East Coast, citing concerns that “offshore wind turbines could interfere with radar systems and threaten national security.” These projects represented nearly 6 gigawatts of installed capacity. Among them, the Revolution Wind project was 87% complete and scheduled for grid connection this year; the suspension resulted in daily losses of up to $1.5 million.
On January 12, the judge directly dismissed the Home Office's claim that the project “threatened national security,” questioning its true motives and pointing out that continued suspension would cause irreversible damage.
Notably, two key hearings will also take place this week concerning two other halted projects: Statoil's Empire Wind project off the New York coast and Dominion Energy's offshore wind project near the Virginia coast.
